Fort Washington, PA (January 15, 2010) In consultation with the U.S. Food and Drug Administration (FDA), McNeil Consumer Healthcare, Division of McNEIL-PPC, Inc., is voluntarily recalling certain lots of OTC products in the Americas, the United Arab Emirates (UAE), and Fiji.
The company is initiating this recall following an investigation of consumer reports of an unusual moldy, musty, or mildew-like odor that, in a small number of cases, was associated with temporary and non-serious gastrointestinal events. These include nausea, stomach pain, vomiting, or diarrhea. This precautionary action is voluntary and has been taken in consultation with the FDA.

SUMMIT MUNICIPAL GOLF COURSE ACCEPTING MEMBERSHIPS
The Summit Municipal Golf Course affectionately known as the “Muni” is now accepting memberships from Summit residents and a limited number of residents from Union County and the Chathams. The course opens for the season on Saturday, April 10, 2010. The course was designed and constructed on 13 acres of land that was once a private estate. The initial design of the Par-3, was the work of well-known golf architect Hal Purdy. The course has nine fabulous holes. Summit made history as the first community to open a municipality-built golf course in New Jersey. The course is open from April through November.

Two Summit Firefighters will be climbing 69 stories to the top of Seattle’s Columbia Center in full firefighting gear to raise money and to increase awareness of Leukemia/Lymphoma research and patient services.
The Scott Firefighter Stair Climb supports the mission of the Leukemia & Lymphoma Society, raising money through sponsorships, individual and department fundraising, and entry fees. In 2009, the event featured over 1,500 firefighters from 244 fire departments raising a record setting $640,000. for blood cancer research and patient services. COUNCIL APPROVES SITE FEASIBILITY PHASE OF PARKING STUDY
On December 15, 2009, Common Council approved a contract with Desman Associates of New York for $50,000 to perform the following services:
Site feasibility study for the adding two levels to the Tier Garage, adding a level to the NJ Transit Park & Rail Lot, and adding a mixed-use parking structure on the Railroad Lot located behind the Summit Post Office. In addition, Desman will conduct a financial feasibility analysis to determine costs associated with adding parking to each location.
It is anticipated that Desman Associates will present their findings to the City by April 1, 2010. On-going dialogues with the Downtown Parking Advisory Group, concerned stakeholders, city staff and Desman Associates will occur throughout this phase.

At the November 4, 2009 Council Meeting, Parking Services Manager Rita McNany gave a presentation to the Mayor and Common Council on re-instituting shopper parking fees in Downtown Summit. This presentation is a result of a recommendation from the 2008 Parking Study Report to reinstitute a paid shopper parking program that the City had up until 2000.
Common Council is taking the recommendation under advisement and is seeking public input. Comments should be sent to rmcnany@cityofsummit.org. No formal action was taken at the November 4 meeting. SUMMIT FIRE DEPARTMENT'S 2009 STRATEGIC PLAN
The Summit Fire Department is partnering with the Commission on Fire Accreditation International (CFAI) to achieve international accreditation in the delivery of fire and emergency services to the City of Summit.
The CFAI is committed to assisting and improving fire and emergency service agencies around the world in achieving organizational and professional excellence through its strategic self-assessment model and accreditation process to provide continuous quality improvement and enhancement of service delivery to the community and the world at large.
The CFAI accreditation process provides a well-defined, internationally recognized benchmark system used to measure the delivery of fire and emergency services to a community.
Significant documents critical to the achievement of accreditation by the agency include the Strategic Plan and the Standard of Cover.
The 2009 Strategic Plan outlines the mission, value and vision statements for the Fire Department. Critical issues are identified and actions plans have been created to direct future efforts towards improvements in the department.
The 2009 Standard of Cover document outlines the service level objectives of the department. It includes an evaluation of the risks and hazards in the community and defines the services levels that the agency provides.

Summit has a new law to regulate fertilizer use on your property, as our rain water is washing fertilizers into our drinking water supply. The Passaic River has not been passing the clean water test. Learn about how to keep your lawn looking great without breaking the rules by attending the fertilizer workshop at the Reeves-Reed Arboretum - it’s free for Summit residents. Residents are responsible for making sure their landscapers are complying with the ordinance or residents will be held responsible. You must pre-register by calling the Arboretum at 908 273-8787 ext. 14 – see attached flyer for workshop details. The City of Summit has established a committee to examine potential areas in need of redevelopment. The Redevelopment Committee, under the direction of the Mayor and Council, will identify, prioritize and make recommendations as to areas in need of redevelopment. It is envisioned that the primary focus will be city-owned properties but not limited to. The use of eminent domain is not contemplated.
Membership will include elected officials, members of the Planning and Zoning Boards and Summit Downtown Inc. Membership will also include three residents from the community. If possible, the resident members should have a background in real estate, development, architecture, engineering, or finance. Initial terms will be two years.
If you are interested, please submit a Volunteer Request form as soon as possible. Application forms are available on-line by clicking on the “Volunteer for Summit” tab and then click-on application or call the City Clerk at 908.273.6400.

Hours have been adjusted starting November 16th. During the week, the course will only be open on Tuesdays from 9:00 AM until the last tee off at 3:36PM. Weekends, the course will be available from 9:00 AM until last tee off at 3:33 PM. There’s still plenty of time to enjoy the fabulous “Muni” on these crisp fall days. Winter Tennis Hours on Summit Courts
As the cold of winter approaches, the City of Summit Department of Community Programs has announced their Fall and Winter operating hours for the municipal tennis courts. The courts at Tatlock Field near Washington School will remain open and playable through December 1, 2009. The lights are no longer available for the duration of the winter season. Nets will be removed due to snow, leaves and frost conditions. The courts are scheduled to reopen starting April 1, 2010. The eight courts available at Memorial Field, near Brayton School will remain open until December 1 as well. Nets will be removed and the courts will be locked for the protection of the Premiere Court Surface. Play will resume on or before April 1, 2010.

New Jersey residents can receive $30 plus free pickup of old, energy-wasting refrigerators and freezers New Jersey's Clean Energy Program™ (NJCEP) recently launched the Refrigerator/Freezer Recycling Program at an event that showcased the first refrigerator rolling down the conveyer belt at a new demanufacturing facility in East Brunswick, NJ. Under the new recycling program, New Jersey residents can turn in old, working refrigerators and freezers and in return receive $30, plus free removal of the old appliance.
To schedule the pick up of a refrigerator or freezer for recycling, New Jersey residents can call 877-270-3520 or visit www.NJCleanEnergy.com. Customers will receive a check for $30 within 90 to 120 days after the collection of their appliance.
Both refrigerators and freezers are eligible for the recycling program. The program is limited to removal of two units per household. Appliances to be recycled must be in working order with an inside measurement of 10 cubic feet or more.

Please be advised that the General Contractor for this project, Cifelli and Son General Contractors, will not be on site for the next few weeks as PSEG will be replacing gas mains throughout the neighborhoods of Parkview Terrace, Midland Terrace, Oaklawn Road, and Clearview Drive. Once PSEG has completed their work, Cifelli shall return to complete this project fully. Questions regarding the gas main/service replacements should be directed to PSEG. The City is completing plans for Improvements to New England Avenue. The project involves the installation of curbing, sidewalk replacement, and roadway resurfacing. A public meeting was held on Thursday, October 15, 2009 from 7:00 p.m. to 7:30 p.m. in the Common Council Chambers, First Floor at City Hall.

TRANSFER STATION ENVIRONMENTAL TESTING
The Transfer Station property is the site of an operating Transfer Station and recycling/composting facility. The Transfer Station was opened in 1971 and has functioned in the same location for the past 38 years. The site was also used for the disposal of municipal waste from roughly 1948 through the late 1960s. There was also an active incinerator on-site for the burning of organic materials and debris during that time period. The incinerator was closed in 1969.
The City in 2007 decided to evaluate the property for passive and active recreation uses. Based on the previous uses the City had to perform preliminary environmental testing of the property to determine if the site soils were suitable for passive and active recreation. Initial testing of the site determined that more detailed testing would be required. To pay for the additional environmental testing the City applied and received a grant from the NJDEP that will pay for 100% of the cost of the environmental testing.
On or about 8-12-09 The City of Summit will begin the environmental testing at the Transfer Station property. The environmental testing involves the following:
A Phase I Remedial Investigation of the property in 4 phases over the next 4-5 weeks:
1. A Geophysical Survey of the Site (x-ray of the ground) 2. Landfill Area Boundary and Material Characterization (test pits) 3. Site Soils Investigation (soil borings) 4. Soil Gas Study in Landfill Area (taking vapor samples from below the ground) The testing is being performed by Maser Consulting. The NJDEP will be providing the oversight for the project.

Some of the many items in this document are: - the need to analyze community risk, - create or modify baseline response performance standards, - measure and evaluate current responses to the calls for service to ensure we can provide our services in a timely manner.
A vital part of this evaluation is a survey from the community members where we gather their concerns and opinions.

The City's 2008 Parking Assessment Study results are available.
Desman Associates will make a presentation to Common Council and answer any questions on Tuesday, March 24, 2009 Council Meeting. The meeting begins at 7:30 PM.
The City plans to hold other public meetings to discuss all of the recommendations in the report. Those dates have not been determined at this time.

Please be advised that the City is currently in the process of completing a GIS survey of the existing sanitary and storm sewers. The anticipated completion date of this project is June 2009. The project impacts the section of the City north of the NJ Transit railroad tracks. Residents will notice a survey crew working within the manholes and inlets on City streets. Since some sewers traverse easements within private property, access to some properties by the survey crew may be necessary. Any access to private property will be brief and non disruptive. AMT RECREATION ROUTE
The first ride of the AMT Recreation Route was held on Saturday, October 25 at 8:00 AM at Memorial Field.
The Alternate Mode of Transportation Committee, with the assistance of the Engineering Division, designed a recreation route for bicyclists. The recreation route provides a route between Memorial Field, Tatlock Park, Passaic River Park and other locations. The recreation route is to promote change in personal transportation and to create an interconnected recreation route. The route includes destination and mileage signs in white lettering with a brown background and “Share the Road” signs. It also includes three information kiosks at Memorial Field, Tatlock Park and Passaic River Park. The route will be designated by 6" diameter maroon signs at each turn.

The Mayor's Sustainability Community Task Force has created an Action Plan for a Sustainable Summit. This Action Plan offers specific steps that Summit officials, schools, businesses, industries and residents can take to become more sustainable. If implemented with commitment and perseverance, this plan will result in a substantial reduction of harmful emissions, such as carbon dioxide and other pollutants; lower, more efficient and cost-effective energy use; cleaner water and better water management; preservation of our beautiful trees and open spaces; a less congested, more walkable and economically vibrant downtown; and healthier residents. In short, together we can and will see a more "Sustainable Summit."

The Planning Board unanimously approved the Master Plan Reexamination Report at a special hearing on Monday, November 13. Cindy Martin and Susan McDonough, co-chairs of the Master Plan Reexamination Committee presented the report to the Board and discussed the revisions that had been made since their presentation of a draft report to the Board at a work session on October 24. The report is intended to address fully the planning, zoning and land development issues within the City.

DESMAN ASSOCIATES HIRED AS PARKING STUDY CONSULTANT
On Tuesday, June 17, the Common Council approved the hiring of Desman Associates of New York to conduct the Parking Assessment Study.
After careful review, extensive reference checking and consultant's personal interviews, the committee felt that Desman Associates were the best fit for Summit to conduct the parking assessment study. It was not an easy decision because all firms are highly qualified to perform this type of work.
Desman has extensive experience in local (NJ and NY) parking study and design projects. The Committee liked their project approach, extreme professionalism, and excellent references from similar local municipalities.
A project schedule and how the project assessment study will be carried out will be developed with Desman Associates. Desman and the City will provide numerous public announcements and informational pieces to invite and encourage all the public to be a part of the City's Parking Assessment Study.

NEW PARKING RATES - EFFECTIVE JANUARY 1, 2009
Common Council approved new parking rates effective January 1, 2009.
The daily parking fee for Summit resident commuters and downtown business district employees is $4 per day effective January 1, 2009.
Pre-payment options are available at $80 per month, $228 per quarter (at a 5% discount), or $864 per year (at a 10% discount).
Pre-payments must be made on line from December 15 until January 1, 2009. Per City Ordinance the space must be paid for when the vehicle is parked. It is the parker's responsibility to ensure timely payment if pre-payments are to be utilized. After January 1, please visit the Parking Services Agency at City Hall, 512 Springfield Avenue, Summit to make your payment.
The Park & Ride lot located near Rt 24 in Springfield is a NJ DOT commuter parking facility where Lakeland Bus Services are available to commute to other NJ towns and to New York City. The daily rate is still $3 and there are now discounted prepayment options available. Monthly is $40, Quarterly is $120 and Annual is $480.
